Return error if trying to apply commerce_kickstart_demo recipe on existing site

commerce_kickstart_demo must fail to apply the recipe if attempting to apply the default config that already exists.

Use config.strict: true and make sure all config objects that must in fact be modified as part of the demo are handled via config actions.
