No badge shown on form with v3 and "Hide badge" is disabled

Problem/Motivation

When using the webform integration, when the handler is installed, it's configured to use both v3 and the "Hide badge" option is disabled, no badge is actually shown on the page. Is this expected?

Steps to reproduce

Set up a webform with the reCAPTCHA handler; set the handler to v3 and disable the "hide badge" option.

Proposed resolution

The reCAPTCHA badge is shown if the "hide badge" option is disabled.

Remaining tasks

Fix the logic so the badge is displayed.
