Improper settings link parent item

Hello,

Route entity.commerce_email.collection has path /admin/commerce/config/emails, but its parent set to commerce.store_configuration, that is accessible on /admin/commerce/config/store. I believe that it would be clearer if it was on /admin/commerce/config/emails.

Sorry, my fault - I meant that the menu item should be placed a level higher and has parent commerce.configuration
