Accept absolute paths in the config:import drush command

Problem/Motivation

Sometimes files with content to import are located outside of the Drupal root. But now the command accepts only paths relatives to the Drupal root.

Would be great to add support for absolute paths too.

Steps to reproduce

Proposed resolution

We can check if the path starts with "/" and if so - treat it as the absolute path.
