Consider adding scheduling options to webform blocks

Problem/Motivation

The webform entity reference field type has open / close / schedule override feature, but that's not true for webform blocks. Is there a reason why the same level of functionality isn't part of the webform block plugin?

Steps to reproduce

Add a webform block to a page via Layout Builder -- notice there is not an option to open / close / schedule it!

Proposed resolution

Add optional open / close / schedule settings to webform blocks to parallel the functionality that already exists in the field type plugin.

Three new options would appear in the webform block UI, "Open", "Close", and "Schedule".

I think all new functionality should be handled in dedicated contributed module like a webform_block_advanced.module which could extend or replace the webform block plugin.
