Ship with Automatic Updates without Package Manager

Problem/Motivation

The Automatic Updates included with Drupal CMS includes package manager. This means when we encounter a bug like   🐛 Package Manager throws exception when attempting to exclude private files when they are out of project root Active , we need to fix it not in core actually but in AU (which is then 🐛 Package Manager throws exception when attempting to exclude private files when they are out of project root (in AU) Active ) for it to take effect in Drupal CMS.
