Users without visitors permission get 403 from the admin theme

The Visitiors reports uses the admin theme. (3.0.x)

The 8.x-2.x branch has a theme setting. This was removed in 3.0.x.

Can you tell me how the current behavior is negatively effecting users? I am inclined to leave it as it is.

Anonymous users without the 'use admin theme' permissions shouldn't be able to see the admin theme is why I reported it. Going to other admin pages serves the 403/4 in the default theme. So then the 403/4 page loses all the branding/nav menus that the default theme provides.

Not a big deal if you want to leave as is.
