"Restore" and "Purge" operation links appear in the main content listings instead of just trash listing

Problem/Motivation

After updating from 3.0.10 to 3.0.11, the operation links for "Purge" and "Restore" are appearing on the main content listing page at /admin/content. I suspect it's from 🐛 Users without permission still see action links Active but I didn't dig in.
