Clear token caches after new config token is added

Problem/Motivation

When I add a new config token, I have to manually flush all caches to see the token in the list of available tokens

Steps to reproduce

1 Create a new config token
2 Visit the token browser via admin/help/token#token-config-token

Proposed resolution

Clear token cache after form submission
