I think their motivation is sincere enough, but there is a user → closing multiple issues as "Cant Reproduce" or "Outdated" that are actually still valid but they didn't properly follow the steps to reproduce (80% or more of their recent posts are this). I reopened several but don't have time to go through what might be many additional instances of this.
With the proper guidance I'm sure they could be fine, but it's quite disruptive at the moment and there are legitimate bug reports that might wind up lost due to this.
