Clicking "install" button with empty queue shows message multiple times

Problem/Motivation

Messages created by the front-end are duplicated.

Steps to reproduce

If you click the "install" button at the bottom (max_selections > 1 || NULL), with nothing in your queue, you get a Drupal message at the top of the screen. if you do this multiple times, you get the message stacked up multiple times, which seems unnecessary.

Proposed resolution

Either fade out the message after a certain amount of time, or more likely, don't set the message if it's already set (but still scroll up to show it).
