Remove GCDS grid from layout builder

Problem/Motivation

Currently GCDS grid is being used to override layout builder's defaults. This is causing issues with layout builder such as drag and drop. Additionally, GCDS grid is not a full implementation of grid, so you can't do things like use grid template areas for layout.

Proposed resolution

Remove GCDS grid from layout builder until it can be implemented in a way that does not interfere with typical layout builder features.
