Remove the "Add component" and "Add section" buttons

Overview

The "Add component" and "Add section" buttons were added before when we still had an insert panel that could be toggled. Now with the insert panel remaining visible all the time, the interaction with the "Add component" and "Add section" buttons no longer make sense. These also haven't existed in any of the designs for at least 6 months.

Proposed resolution

Remove the "Add component" and "Add section" buttons.
