New PHPCS package status

Problem/Motivation

As of now, per https://github.com/squizlabs/PHP_CodeSniffer/issues/3932, Squizlabs no longer maintains PHPCS actively.

The new repository is https://github.com/PHPCSStandards/PHP_CodeSniffer/ and the latest release is 3.11.3

Steps to reproduce

Read the above docs and check composer,json

Proposed resolution

Test and switch to the new library,

Evaluate the feasibility of the change. Provide an update.
