Add so that a server/collection is added on config import/recipe add

Currently if you add an server or collection on config import or recipe ingest, it doesn't actually create the collection inside Milvus.

We should make sure that it gets created, if it does not exist already,

Create the server and collection when the entity is created the first time. Check if it exists or not.

Would this be better on `Drupal\search_api\Entity\Server` entity save/presave/similar in case the server is created/updated some other way that hasn't created the collection on the Milvus server?
