Allow BG Color option to Core TwoColumnLayout & ThreeColumnLayout

Problem/Motivation

Add support to work with LayoutBuilder TwoColumnLayout and ThreeColumnLayout. Currently, the option only allows for One column default.

Steps to reproduce

1. Install the Layout Builder module
2. Install Layout Builder BGColor contribute module
3. Add an option for BG colour on /admin/config/user-interface/layout-builder-bgcolor
4. Enable Layout builder for any of the Content type
5. Edit the node Layout layout and add the section for One Column, Two Columns, and Three Columns.
6. Only One column will show the BG color settings.

Proposed resolution

Extend the TwoColumnLayout and ThreeColumnLayout to allow the BG color.
