Manage form display arrangements

Problem/Motivation

When I change the order of the fields or want to make a field disabled, it does not work.
For example, even if I move the subject title to the top, it does not work.
Even if I make a field disabled, it is still visible.
A custom field I created is visible in the manage form display section, but it is not visible I try to create a message(front-end).
