Problem/Motivation

Allow a session cookie to be set. This way, the message bar can be hidden only for the current browser session.

Proposed resolution

If the Cookie Expiration field is set to zero, then do not set the cookie expiration value.

days argument is not optional. It just behaves differently if the days argument value is 0.
