Add a minimum width for when the sidebar is expanded via toggle

Problem/Motivation

A user may move the sidebar out of the way by resizing it all the way to the window's edge. This will result in the width preference being set to < 10. In this situation, if the user tries to expand the sidebar via the toggle nothing will appear to happen.

Steps to reproduce

Manually collapse the sidebar by dragging it all the way to the windows edge.
Click the sidebar toggle multiple times.
The sidebar stays closed.

Proposed resolution

Set a minimum width for the sidebar.
If a user expands the sidebar via the toggle. It should be expanded to the minimum width or saved width – whichever is greater.
