Deprecate module

Problem/Motivation

The module has low usage.
Additionally, the core Navigation Top bar module (experimental in 11.0, hidden but in progress in 11.1) provides significantly similar functionality.

Proposed resolution

Once Navigation Top Bar module passes core gate and is non-experimental, either deprecate this or, switch it to be dependent on that and make modifications if desired.

Remaining tasks

Wait for Navigation Top Bar module stable release.
