Content blocks are not enabled by default

Problem/Motivation

I had need to create a content block but I found out I couldn't create one.

I checked and found the Block Content module was not enabled. I enabled it and had to create a block type before I could create a content block.

Is this by design not to allow the creation of content blocks by default?

    It’s intentional that it’s not enabled, but only because it’s not used. Nothing wrong with sites deciding to use it, but we didn’t want to ship with it enabled without using it.

    I think it will be better to have it enabled because from the Block layout one can click through to create and place a content block in a region. I think this will be a smoother experience especially for a new user who doesn't know about content blocks.

    I think that would make more sense or be more intuitive if there were an example in use already, but since we don't have one, it's a little strange to have it there. Also, Experience Builder should replace block layout soon enough, so might be better to avoid introducing it to new users.
