Settings page should not depend on Help module

Problem/Motivation

Ih the help module is not installed, the settings page is not working.

Steps to reproduce

  • Install VueJs module
  • Uninstall Help module

Proposed resolution

Check if the Help module is installed.

User interface changes

If the Help module is not installed, the two descriptions requiring it are not shown.

    OK, I figure that the 3.x branch already has taken this bug into account.

    So I just post here a patch to fix this in the current release, awaiting the next one.
