Fix PHP errors in the UrlInspectionOperationsManager

Problem/Motivation

In the DB logger are a lot of PHP errors related to UrlInspectionOperationsManager:

Argument #2 ($haystack) must be of type array, null given in in_array() (line 114 of /var/www/html/web/modules/fork/url_inspector/src/UrlInspectionOperationsManager.php)
TypeError: in_array(): Argument #2 ($haystack) must be of type array, null given in in_array() (line 139 of /var/www/html/web/modules/fork/url_inspector/src/UrlInspectionOperationsManager.php)
