Drush SDC CSS creation

Problem/Motivation

SDC creation with CSS file adds [data-component-id="mytheme:mycomponent"] {} filter to the CSS file, which not documented anywhere.

Steps to reproduce

Run drush gen sdc, and create component with CSS file.
