custom-style.css not included in Merge CSS files option

Problem/Motivation

If the option combining CSS files in performance options in Drupal is active the file _custom/custom-style.css not is included.

Only in last version of Drupal 10.4, before of the 2 o 3 last updates of Drupal 10 all work perfectly. Is for recent change in Drupal 10.

Steps to reproduce

Active _custom/custom-style.css with an visual option like:
"pure-menu-link {
text-transform: none;
}
"
and active combining CSS files. The cutom css options not is applied.
