Sort paragraph behaviors by weight

Problem/Motivation

When frontend editing shows the paragraph form, the behaviors are not sorted by their weight defined in plugin definition.

Steps to reproduce

Create 2 plugins for paragraph behavior. Set the weight in plugin definition.
Enable both plugins for certain paragraph type.
Edit the paragraph of this type.
Observe that plugins are sorted by plugin id not weight

Proposed resolution

implement in the same way as in related issue
