Unable to queue warmer jobs with Cron

Problem/Motivation

After installing and setting up the CDN warmer, I tried to run the warmer cron job to enqueue the jobs.
It is working and several no. of jobs are queued for running.

However, if I wait for the warmer cron job to run automatically, that is running the cron job with an anonymous account, no jobs are queued for running.

Attached is the log of the warmer cron job. Only manually running the cron with authenticated accounts can successfully queue the jobs.

Steps to reproduce

1. Just install the warmer and enable CDN warmer.
2. Add some links for warm-up.
3. Wait for the warmer cron job to run.
4. No jobs are queued.
