Missing dependency on webform_options_limit

Problem/Motivation

The 'Options/Checkbox with number limit' handler extends the 'Options/Checkbox limit' handler, which is provided by the Webform Options Limit submodule. This module currently doesn't declare a dependency on that module.

Steps to reproduce

Enable the 'Options/Checkbox with number limit' handler without having the Webform Options Limit module enabled.

Proposed resolution

declare a dependency on Webform Options Limit.
