Temporarily skip intermittently failing e2e tests

Overview

🐛 Random failure in empty-canvas.cy.js Active 🐛 Random failure in component-operations.cy.js Active were opened to address intermittent failures in those tests.

One of the most likely underlying causes of these will be addressed in 📌 Implement adding component to empty layout without dnd Active which is being prioritized. The drag and drop interactions in e2e tests have proven fragile.

As long as the skipping of tests is most easily measured in days, any velocity lost due to the tests not running will likely be minimal compared to what is being lost due to these random failures.

Proposed resolution

Skip the tests for now, and prioritize 📌 Implement adding component to empty layout without dnd Active where we can also bring back those tests
