Render proper HTML in ECA admin

Moving this to the bpmn_io issue queue, since this property panel is rendered by the upstream library and they don't provide a way yet to render arbitrary HTML.

This is now being fixed when the Drupal Form API is being used with Modeler API and version 3 or later of this modeler.
