text-moderation-latest is legacy, update to omni-moderation-latest

Problem/Motivation

Omni Moderation has been the default choice for moderation since late September, however we still use the text-moderation-latest as the default moderation as well as the moderation layer in front of OpenAI.

Since moderation is enabled by default before any request and there will sooner or later be a deprecation of text-moderation-latest, we should switch to use omni-moderation-latest everywhere and set it as default.

Steps to reproduce

Block one model on an api key.
Try to send something.

Proposed resolution

Make omni-text-latest the default model.
