Update to Supported Drupal core 10.4

Problem/Motivation

As we want to keep our Drupal core and contrib modules up to date with the latest core versions, we run into issues with Open Social since most versions have specific version requirements on the Patch level. This prevents us from keeping our installation up to date. Is there any plan to make Drupal core requirements less specific, possibly not on the patch level but at least one step higher at Minor?
