Theme overriding admin toolbar css

Problem/Motivation

The theme's CSS is overriding the admin toolbar's CSS, causing a gap between the admin menu and submenu. It is also adding a border to the admin menu when clicked.

    When the admin toolbar is shown on a non-admin page ie. the GOV.UK Frontend is applied then the toolbar has to conform to the GOV.UK Frontend styles. There is no war around this. A lot of effort has gone into making the toolbar look as much as possible as it does on a admin page.
