Transition from Toolbar+ to Navigation+

We changed the name of Toolbar+ to Navigation+ in 📌 Change name from toolbar+ and make modes pluggable Active . When we started development on this page builder it was on toolbar, but then navigation module was released and we switched over to it. We should probably go ahead and rename the module to clarify things.
