Allow CKEditor 5's table properties and cell properties to be disabled

Problem/Motivation

In ✨ Support CKEditor 5's table properties and cell properties plugins in Full HTML Fixed we introduced CKEditor5's table property and cell property widgets. This feature might be great for no-code sites built with DrupalCMS (or similar), but not so good for enterprise sites that need to prevent content editors from creating tables with chartreuse text on a magenta background.

Proposed resolution

Just like how we have configuration for other plugins, we can do the same for tables to allow site builders to disable this feature.
