Replace config_filter plugins with core config transformation API event subscribers

The Config Filter module → is going to be deprecated 📌 Add deprecated to info file Active and will be unsupported for D12.

We need to replace the config_filter plugins included in this module with event subscribers that utilize the config transformation API in core.

Addressing this issue will probably also solve a related issue: ✨ SyncFilterDeriver uses getExtensionChangelists for getDerivativeDefinitions Active (or possibly make it obsolete).
