The weight for "Message Text" field is not set correctly

Steps to reproduce

  • Go to admin/structure/message/template/add
  • Fill in the label
  • Click on "Show row weights" for Message Text field
  • Follow below each issue .......

Issue #1:

  • The weight is starting from 1 !

Expected behavior:

  • The weight should start from 0

Issue #2:

  • Click on "Add another item"
  • The weight for the first item has changed to 0 and the weight for the new item is 2!
  • I can't change the weight for the first item (I have one option only (0))!

Expected behavior:

  • The weight for the first item should not change and the weight for the second item should be 1.
  • I should be able to change the weight for any item.

Issue #3:

  • Fill first item with A
  • Fill second item with B
  • Click on "Add another item" and fill it with C
  • Click on "Hide row weights"
  • Now move item C to the top.
  • Click on "Show row weights".
  • The weight for item A is missing!
  • Ignore that and save the message template
  • Revisit the message template edit page, the order of the items is: C, B, A!

Expected behavior:

  • Item AAA should have a weight
  • The expected order for the items after saving the message template should be: C, A, B
