Change instructions to add a review stage to the assistant

Problem/Motivation

Currently the instructions for the assistant is to ask the user if they want help to create it manually or if it should do it for the user, after they asked to manipulate something there is agents available that can do.

As per the comment at KR3 📌 AI -KR3 - Making experimenting feel safe. Active another review stage should be added when the user asks the assistant to help them perform the action, where the assistant tells the user what it is about to do, before asking the agents to go ahead and do it.

Proposed resolution

Change the instructions so that this review stage happens.
