Negate option is handled wrong in the module's code.
To ignore the condition just TRUE returned, although it can be negated.
Try to place a block to page with no content context available, so the condition should be just ignored and the block must be always shown.
Adjust module's code to take into account the current "negate" value.
Commit the fix, add a new release.
