Moderation State Dropdown is not Functioning Properly after the Recent Gin Update

Problem/Motivation

After updating the Gin theme to version 8.x-3.0 with the Varbase Workflow, the dropdown is not working as expected. Changes made in the dropdown, such as switching from "Draft" to "Published," are not being reflected, and the node remains in its current state without updating.

Steps to reproduce

- Install varbase
- Update the gin theme to the latest version from 8.x-3.0.

Proposed resolution

Review the changes in the new Gin theme version, as it introduces significant updates. As a workaround, I copied the dropdown to the header actions and ensured it stays synced with the original dropdown.

Alternatively, we can retain the Gin theme's default behavior without relocating the dropdown to the header.
