Enable testing on GitLab CI

I added .gitlab-ci.yml and fixed most of the errors from static analysis. The exceptions are

1. I did not fix calls to \Drupal (dependency injection). I added a baseline file for PHPStan instead.
2. I left one eslint error un-fixed, since I do not trust my knowledge of JavaScript.

Automatically closed - issue fixed for 2 weeks with no activity.
