Rename 'Create content' local action to 'Add content'

Problem/Motivation

The 'Create content' local action isn't named the same as the default local action provided by the node module.

Proposed resolution

Rename the 'Create content' local action to 'Add content', to make it the same as the default local action provided by the node module. This makes for a more consistent UX and it also makes it so core translations are being reused.
