More information are needed here. Which Extra tools? From Admin Toolbar or from Navigation?
Also can you provide a screenshot of which 1st level links you're talking about?

Thanks for confirming. Closing as works as designed as this level is only ment to open and close the flyout menus. You can access the level from within the flyout menu itself (Overview links or the title).

Honestly, I don't think this is a valid answer. With all due respect. From a user experience perspective, I believe this can certainly be improved. Simply put, you could make it so that clicking only on the arrow icons of the buttons opens the dropdown, while clicking on the name button go to the link. Imho

We have spent a lot of research and time for different solutions and the split option just didn't perform and did not work for most users. Of course there will never be a solution which fits 100% of users. If you want to raise your concerns however, you can provide your feedback in the core issue queue for the new core navigation.

I have been trying to solve this issue myself trying all the combinations between Admin tools, Gin Toolbar and the new Navigation.
The goal is to have those Extra Tools available (cron and clear caches mainly).
I ended injecting the following rule via asset injector..toolbar-menu__item--level-1 .toolbar-menu > .toolbar-menu__item--to-title { display: flex; }
This restores the first level as a separate entry below the button which works just fine for me.
I t will not restore the first links on the third level but it is something. - 🇬🇷Greece arx-e
