Error when having large number of email recipients

Problem/Motivation

When the mail has a large number of CCs, then mail is not sent. See the screenshot for the error in dblog. Not sure if issue is present in Drupal 10 branch.

Steps to reproduce

1. Send an email with large number of recipients (20 triggered this issue for me)

Proposed resolution

Need to increase the size of recipient field.
