Plural Form Rules are quite fragile. There are many reasons why a single language can have multiple plural form available/applicable. This module provide a choice for Site Administrator to configure the rule. However, this module has to take utmost care in making sure that the Plural Form once defined, must NEVER change.
In light of this, we need to define a guideline on how to
- Add new Rules to the project
- What to do in case multiple rules should be provided for the same language.

Then we can write test to validate Plural Rule, and nPlurals as well as logic for generating index to lock them in.
