UI Styles UI Patterns: remove empty config on save

#element_validate does not have a data in the form state.

And it seems it is not possible to add a validate callback in the source plugin settings form.

Also I think having 📌 Evaluate if better to provide a form element Active would drastically help in reducing this logic of cleaning values duplicated.
