Move "String Plural Form" Rules configuration and handling to separate contrib project

Problem/Motivation

Some work was initiated in "string" module to handle custom translation rules for Plural Forms. This work has been moved to "string_plural_form" module and can be removed.

Moreover the functionality was not operational either.

Steps to reproduce

Proposed resolution

- Remove "String Settings Form" and its routes
- Remove "StringPluralFormula" service
- Remove "Pluralrules"

Remaining tasks

- Refactor Code and update documentation.

User interface changes

- "String Settings Form" would no longer be available for Site Builders to configure. Please note that this settings form had no effect as the functionality to use them was not implemented in string module.

API changes

- Runtime Plural Forms handling is moved to another contrib module called "string_plural_form".
