Can't seem to add an external moderation to anthropic through the Antropic UI

Problem/Motivation

- Anthropic provider is enabled
- OpenAI provider is enabled
- External Moderation is enabled

Go to set up Anthropic and its not available (the checkbox is greyed out) to select OpenAI
