needs a composer.json

While no Drupal.org-hosted module needs a composer.json (and the dev branch can now be installed via composer because we have switched it to a supported branch name (2.0.x) allowing us to make an official dev release → ), i agree that modules should have a composer.json primarily because it makes uising issue forks of modules much easier.
