Good alt text needs guidance. It would be nice to have a way to submit long form guidance that supports bullets and links that would appear below alt text fields

Establish if this is even possible
add field to UI to store additional alt text guidance
field text can support bullets
field text can support hyper links
If the field is populated, attach it below all alt text subfields.
If it is not possible to render this on all existing fields, a less ideal fallback would be to create it as a field that can be placed by site builders adjacent to the image field.
